Aerodrome certification is not a routine formality. It is a globally recognized attestation of an airport's operational fitness. The airport certification process ensures that infrastructure and procedures meet stringent international benchmarks.

The process involved a rigorous and structured regulatory process. NCAA inspectors conducted multiple audits and operational assessments. They worked closely with FAAN teams to identify and close safety gaps. The regulator issued Corrective Action Notices (CANs) to FAAN. FAAN then submitted and implemented Corrective Action Plans (CAPs) to address all identified issues. This painstaking inspection and continuous engagement resulted in the final compliance judgment.

Compliance with ICAO Annex 14

This certification confirms that the airports comply with national and international safety rules. Specifically, the process aligns with the Nigerian Civil Aviation Regulations (Nig. CARs) 2023, Part 12, Volume I. This regulation is the domesticated version of International Civil Aviation Organization (ICAO) Annex 14, Volume I.

ICAO safety standards require states to certify aerodromes used for international aviation operations. Certification attests that critical elements are in order. These include runway condition and markings, airfield lighting systems, and fire and rescue services. It also confirms that security arrangements are robust and functional.

Nigeria's Growing Certified Network

With the latest approvals, the total number of certified international airports in Nigeria rises to four. The previously certified airports are Murtala Muhammed International Airport (Lagos) and Nnamdi Azikiwe International Airport (Abuja). Nigeria’s airport certification journey formally began in 2017 with the Lagos airport.

FAAN operates no fewer than 22 airports across the country. The authority disclosed that Enugu and Maiduguri airports remain works in progress. Efforts are being intensified to achieve full network-wide certification. This commitment to aviation safety improvements aligns the nation with full ICAO expectations.
