Noida International Airport Faces Delay After Security Audit Flags Over 25 Lapses

The highly anticipated launch of Noida International Airport (NIA) has been significantly postponed following a critical airport security audit by agencies under the Ministry of Civil Aviation. The audit, spearheaded by the Bureau of Civil Aviation Security (BCAS), flagged serious deficiencies across more than 25 key security parameters. As a result, the proposed commercial operations launch has been pushed back, with flights now unlikely to begin before March 2026.

Key Security and Regulatory Hurdles

The BCAS inspection, a mandatory step before granting operational clearance, uncovered several major issues impacting regulatory compliance failure.

Infrastructure and Technical Lapses

One of the most critical findings is the incomplete perimeter wall. Aviation security norms require a reinforced concrete boundary wall embedded deep underground to prevent breaches. The existing structure reportedly does not meet these mandatory specifications. Furthermore, officials noted that passenger flow areas for arrivals and departures remain “porous” at certain points. This raises concerns about potential unauthorized mixing of passenger streams. The airport’s bomb disposal equipment also awaits final certification from the Central Industrial Security Force (CISF).

Another technical observation raised by BCAS involves the potential interference with the Doppler Very High Frequency Omnidirectional Range (DVOR) navigation facility. The Airports Authority of India (AAI) noted a steel wall constructed near the DVOR, which is against safety requirements for landing and taking off aircraft. Adherence to international standards set by bodies like the ICAO is essential for global air traffic management.

CEO Security Clearance Issue

A major greenfield airport CEO clearance issue has also contributed to the delay. BCAS has flagged that the airport’s Chief Executive Officer (CEO), a Swiss national, is yet to receive mandatory security clearance from the Union Home Ministry and BCAS. Existing aviation security norms for greenfield airports in India stipulate that the CEO must be an Indian national and serve as the security co-ordinator. The CEO, Christoph Schnellmann, and the Chief Operating Officer (COO) must be vetted before the airport can be fully operational.

Impact on Operations and Regional Growth

The repeated delays underscore the complex regulatory process for major aviation hubs. The Directorate General of Civil Aviation (DGCA) cannot issue the crucial DGCA aerodrome licence without a full and satisfactory clearance from BCAS. The airport was initially projected to open in September 2024, but has missed multiple deadlines. A Notice to Air Missions (NOTAM) was issued, extending the airport's unavailability until at least January 31, 2026.

This new hub, located in western Uttar Pradesh, is expected to handle 12 million passengers annually in its first phase. Any further delay in flight operations delayed impacts the regional economic momentum, investment, and employment. Industry groups like IATA stress the importance of timely infrastructure completion to support global air traffic growth and connectivity. Authorities, including the Ministry of Civil Aviation, are working to resolve the issues. The airport operator, Yamuna International Airport Private Limited, is a subsidiary of Zurich Airport International AG. The timely resolution of these security and regulatory challenges is paramount for the airport to eventually welcome major carriers and aircraft from manufacturers like Airbus.
