ICAO Council Finalizes Global Framework: Can Aviation Hit 5% CO2 Reduction by 2030?

Key Points
- 1The ICAO Global Framework for Sustainable Aviation Fuels sets a collective aspirational goal of a 5% CO2 emissions reduction by 2030.
- 2The framework is built on four pillars: Policy, Regulatory Frameworks, Implementation Support, and Financing.
- 3SAF production reached 1 million tonnes in 2024, representing only 0.3% of global jet fuel use, highlighting the scale-up challenge.
- 4Sustainable Aviation Fuel is projected to provide around 65% of the emission cuts needed for the Net-Zero by 2050 target.
The International Civil Aviation Organization (ICAO) Council has formally adopted a new global framework for sustainable aviation fuels (SAF). This landmark decision was reached during the Third ICAO Conference on Aviation and Alternative Fuels (CAAF/3). The framework is essential for the industry’s goal of achieving Net-Zero by 2050 carbon emissions.
ICAO’s new plan aims to accelerate the development and deployment of sustainable aviation fuels. It also includes Lower Carbon Aviation Fuels (LCAF) and other aviation cleaner energies. The framework provides clarity and predictability for all stakeholders.
The 2030 Aspirational Goal
The core of the agreement is a collective global aspirational vision for the sector. Member States agreed to strive for a 5% reduction in international aviation CO2 emissions by 2030. This reduction is measured against a baseline of zero cleaner energy use.
This goal is aspirational, not a binding obligation for individual States. This flexibility recognizes that countries have different capabilities. The framework emphasizes that “No Country is Left Behind” in this transition.
Four Pillars of the Framework
The ICAO global framework is built upon four interconnected building blocks. These pillars are designed to create a supportive global ecosystem for SAF.
- Policy and Planning: Establishing clear national SAF policies and goals.
- Regulatory Frameworks: Harmonizing regulations, including CORSIA sustainability criteria.
- Implementation Support: Providing technical assistance to Member States.
- Financing: Improving access to funding for SAF projects globally.
Financing SAF Projects
To address the critical financing gap, ICAO established the ICAO Finvest Hub. This platform connects SAF project developers with public and private investors. The Hub is crucial for SAF production scale-up, especially in developing nations. It does not provide direct funding but facilitates investment pathways.
Industry Challenges and Outlook
Sustainable aviation fuels are vital for the sector's long-term goal. SAF is projected to deliver about 65% of the emissions reduction needed by 2050.
However, current production remains a significant challenge. The International Air Transport Association (IATA) reported that 2024 SAF production reached only 1 million tonnes. This volume is just 0.3% of global jet fuel production. This figure was lower than earlier industry projections.
IATA urges governments to accelerate progress with strong policy signals. Airlines are showing high demand, with forward purchase agreements totaling around $45 billion. This strong demand signal must be met with increased supply.
Manufacturers like Airbus and Boeing are also supporting the framework. They are working to ensure all current and future aircraft are compatible with higher SAF blends. The framework's success depends on massive investment and global cooperation. This latest move is a key step in the journey to reduce aviation's carbon footprint.
