The ultimate goal is to significantly reduce international aviation's carbon footprint reduction. The new ICAO Sustainable Aviation Fuel standards provide a harmonized regulatory foundation for the industry.

The Global SAF Framework

ICAO's 193 member states endorsed a global SAF framework at the Third Conference on Aviation and Alternative Fuels (CAAF/3) in late 2023. This framework includes a collective global aspirational Vision. It targets a 5% reduction in CO2 emissions for international aviation by 2030. This interim goal supports the sector's Long-Term Aspirational Goal (LTAG). The LTAG is to achieve net-zero carbon emissions by 2050.

This framework is built on four key elements:

  • Regulatory frameworks for consistency.
  • Implementation support for member states.
  • Financing to unlock investment.

Refining CORSIA Sustainability Criteria

Central to the new ICAO Sustainable Aviation Fuel standards is the refinement of the CORSIA sustainability criteria. CORSIA is the Carbon Offsetting and Reduction Scheme for International Aviation. The latest criteria, released in mid-2025, formalize requirements for both SAF and Lower Carbon Aviation Fuels (LCAF). These comprehensive requirements cover 14 themes. They ensure fuels meet high environmental and social standards. For example, SAF must achieve a minimum 10% net reduction in greenhouse gas (GHG) emissions over its lifecycle.

These criteria are essential for airlines. Using CORSIA-eligible fuels allows operators to reduce their offsetting requirements. This provides a direct financial incentive for aviation carbon footprint reduction efforts.

Industry Impact and Challenges

The adoption of the global SAF framework sends a strong signal to investors. ICAO estimates that the transition requires capital investment of approximately $3.2 trillion. The framework aims to unlock this significant funding. It provides greater clarity and predictability for all stakeholders.

Airlines are the primary drivers of demand. Carriers like Emirates and others are signing agreements with producers. However, the current SAF production and cost remain major hurdles. SAF currently accounts for less than 1% of global jet fuel consumption. Production is projected to reach 2.4 million tonnes by 2026. This is still far short of the volume needed for net-zero carbon emissions by 2050.

According to the International Air Transport Association (IATA), SAF is currently three to ten times more expensive than conventional jet fuel. This price premium creates significant cost challenges for airlines. IATA has also noted that regional mandates, such as those in Europe, have not yet accelerated production enough. This has led to price spikes for the limited supply.

Manufacturers like Airbus are also impacted. They must ensure future aircraft designs can operate efficiently with high SAF blends. The goal is to certify aircraft for 100% SAF use by 2030.

Looking Ahead

Governments are now implementing national policies aligned with the ICAO Global Framework for SAF. The European Union's ReFuelEU Aviation Directive began its first SAF mandate in early 2025. Turkey also published a SAF Directive with an initial target applicable from 2026. These regional actions are crucial for global progress.
