ENVIRONMENTALICAO Assembly Unveils Global Framework to Accelerate Sustainable Aviation Fuel Deployment
The International Civil Aviation Organization (ICAO) Assembly approved a new global framework for Sustainable Aviation Fuels (SAF), accelerating the sector's net-zero emissions transition.

Key Points

  • 1ICAO adopted a new global framework for SAF/LCAF at CAAF/3 in November 2023.
  • 2The framework establishes a collective global aspirational goal to achieve a 5% carbon intensity reduction by 2030.
  • 3Sustainable Aviation Fuel (SAF) is projected to deliver approximately 65% of the emissions cuts needed for the 2050 net-zero goal.
  • 4Current SAF production is a major challenge, accounting for only 0.3% of global jet fuel use in 2024.

The International Civil Aviation Organization (ICAO) adopted a new global framework. This framework supports the development of Sustainable Aviation Fuels (SAF). It is a major step toward the sector’s net-zero goal. The framework was agreed at the Third ICAO Conference on Aviation and Alternative Fuels (CAAF/3). This crucial meeting took place in Dubai in late 2023.

ICAO Member States are focusing on aviation decarbonization. This new global framework is key to that effort. It aims to accelerate the transition to cleaner energy sources. The framework builds upon the Long-Term Aspirational Goal (LTAG). The LTAG targets net-zero carbon emissions by 2050.

The Dubai Framework and 2030 Goal

The framework sets an important collective global vision. It seeks a 5% reduction in carbon intensity by 2030. This reduction is compared to zero cleaner energy use. Achieving this goal relies heavily on SAF deployment. The agreement covers SAF, Lower Carbon Aviation Fuels (LCAF), and other clean energies. The framework allows countries to use national timelines. This approach supports the "No Country is Left Behind" principle.

Key Pillars of the Global Plan

The ICAO framework establishes four main areas of focus. These pillars are designed to create a global SAF market. They provide clarity and consistency for all stakeholders.

  • Collective Vision: Striving for the 5% carbon intensity reduction by 2030.
  • Harmonized Regulatory Foundations: Aligning global SAF regulations. This includes using the CORSIA sustainability criteria.
  • Implementation Initiatives: Providing technical support and capacity-building.
  • Improved Access to Financing: Connecting projects with investors. This includes the proposed ICAO Finvest Hub.

Scaling Up SAF: Challenges and Industry Impact

SAF is expected to provide the largest share of emissions reduction. It could contribute approximately 65% of the total reduction needed by 2050. However, the industry faces significant SAF production scale-up challenges. Production volumes are increasing but remain very low. In 2024, SAF production reached 1 million tonnes. This accounted for only 0.3% of global jet fuel consumption.

Airlines are eager to purchase SAF. Forward purchase agreements total about $45 billion. Yet, the current supply is extremely limited. The high cost of SAF is another major obstacle. It can be 50% to 200% more expensive than traditional jet fuel. This cost premium creates financial pressure on airlines. The International Air Transport Association (IATA) urges governments to act. They must provide strong policies and incentives for production.

Manufacturers like Airbus are investing in new pathways. They support technologies like Alcohol-to-Jet (ATJ). This helps diversify the feedstock supply. The global framework sends a strong signal to investors. It confirms the long-term commitment to sustainable fuels. This certainty is vital for unlocking necessary capital. The 2030 goal requires immediate, decisive action from all stakeholders.
